CHIEF MANAGER, INFORMATION TECHNOLOGY (IT)

JOB PURPOSE             Under the direct guidance and supervision of the director, the Chief Manager, IT provides leadership and administrative direction for the management and implementation of all IT related programmes, projects and activities in NDPC

       Duties and Responsibilities:

  1. Prepare and coordinate work programmes, schedules and timetables of the department.
  2. Be responsible for all the network and server infrastructure of The Commission.      
  3. Manage the design and development of procedures, standards and guidelines to support the implementation of ICT systems within the organization.
  4. Manage the design and implementation of security measures to protect the ICT installation, infrastructure, computer systems and electronic data of NDPC .
  5. Oversee the development and implementation of customised systems and all computer-related activities.
  6. Advise and recommend technical specifications for the requisitioning, procurement and the deployment of IT equipment, software resources and other ICT systems for NDPC.
  7. Advise the Director, General Services, and keep him/her regularly informed on all matters within the area of responsibility of the IT department.
  8. Work in close collaboration with the Director, General Services to organise IT related training for the general staff.
  9. Work closely with technical divisions to support and execute their respective work programmes.
  10. Prepare periodic reports on all activities, projects and issues relating to IT.
  11. Support the preparation of NDPC’s annual budget by providing the appropriate inputs.
  12. Ensure staff appraisals are carried out in a timely matter.
  13. Perform any other duties as may be assigned by Director or Director-General             

Qualification and Experience:

  1. Must possess a Master’s Degree in IT, Computer Science or relevant field from a recognized Tertiary Institution.
  2. Must have minimum of eleven (11) years post qualification relevant working experience of which at least three (3) years have been in senior management
  3. Must be fully certified by a recognised and relevant professional body
  4. Pass a competitive selection interview conducted by PSC in consultation with the Commission.
  5. Knowledge of IT, Networks, Data Security, Software management as well as labour, procurement, budget and financial management principles and practices, specifically of the National Labour Act, the Public Procurement Act, the Public Financial Management Act 2016 and the Internal Audit Agency Act.
  6. Proficiency in the use of computers and an understanding of systems management.
  7. Knowledge in ICT softwares including statistical analysis softwares.

  3. Performance Management, Negotiation, Collective Bargaining and Lobbying skills.
  4. Knowledge of project and programmes management.
  5. Qualitative and Quantitative Analytical Skills.
  6. Labour Laws, Financial Administration, Internal Audit Agency and the Public Procurement Acts.
  7. Mobilizing funds to support programme implementation.
  8. Multi-donor accounting and funding procedures.
  9. Technical knowledge and commitment to vocational education.

COMPENSATION

The National Development Planning Commission’s compensation package is competitive in the public sector, with very attractive fringe benefits.

CONDITION

Applicants must be able to serve the Commission for a minimum of four (4) years on the appointed grade before attaining the compulsory retirement age of (sixty) 60.
